Abstract

Optimalisasi penyelenggaraan Sistem Pemerintahan Berbasis Elektronik (SPBE) membutuhkan kerangka kebijakan yang tepat, agar visi SPBE dapat tercapai sesuaiharapan. Kajian ini bertujuan mengetahui efektivitas implementasi SPBE padaPemda Provinsi Lampung, sekaligus merumuskan desain kebijakan SPBE.Penelitian ini menggunakan pendekatan deskriptif kualitatif, dengan lokasipenelitian adalah OPD di lingkungan Pemda Provinsi Lampung yang terkaitpenyelenggaraan SPBE. Hasil kajian menunjukkan bahwa agenda implementasiSPBE masih relatif parsial (sektoral). Pemerintah daerah perlu mendengar masukandan melibatkan para pemangku kepentingan, di samping melakukan pendekatanperencanaan dan implementasi SPBE yang inklusif, integratif, serta deliberatif.Desain kebijakan SPBE diharapkan mampu mengatasi kecenderungan egokelembagaandan kerja-sektoral yang masih umum terjadi. Dengan SPBE,pengembangan silo applicationoleh masing-masing instansi pemerintahdiharapkan berkurang dan menjadi lebih terintegrasi. Minimnya SDM ASN yang menguasai teknologi informasi dan komunikasibaik secara kualitas maupun kuantitas—menjadi salah satu kendala utama Pemerintah Daerah dalam pengembangan SPBE.
